I would imagine this one would be one of the harder ones to master. It is very difficult not to have favorites and some humans react so differently from others, that maybe the same discipline does seem appropriate. Yet if a judgement call causes someone to be punished less, the leader would be acused of his action not being just. Another good quote from MLK.

Perfect leadership is so difficult, one will probably just be able to note what he/she should have done.

A very clear and 'just' definition. The illustration recalls a famous American who also defined justice and unlike so many current leaders, practised what he preached.
